What are the conditions for a valid papal election in the absence of designated electors?

Editor’s Notes

The following article by Mr John Daly, published around 2006 in The Four Marks, examines the conditions and requirements for a papal election outside of the usual means envisioned by law.In particular, he is examining attempts to hold extraordinary conclaves, as opposed to “imperfect general councils” (in which bishops might attempt to elect a Pope). Nonetheless, Mr Daly’s article raises issues that are relevant to both “means” of electing a Pope. His article is also relevant to our own present situation, given the increasing discussion of a meeting of bishops, which could involve such an election.
